You may receive such error while trying to upload an image to Magento CMS block or page:

Access your FTP/hosting Control Panel File Manager and look for media directory in the root of Magento installation.

Check permissions set on media directory. Make sure to set 755/777 rights (depending on your hosting settings) for the directory recursively:

Get back to your Magento admin panel and try to upload an image again. The error is no longer displayed:
Another solution would be creating a folder named WYSIWYG in your media folder.

While receiving an error during image uploading, click the “Create Folder…” button at the top right of the screen.

On the appeared pop-up window type in WYSIWYG in the “New Folder Name” field and click “OK” button to create a folder:

Click “cross” at the top right to close the file upload interface and click “Insert Image…” button again – the error is now fixed:
