A Primary menu is a main site menu. You can see it at the top of your site.

A WordPress site can support single or multiple menus. All menus are located under Appearance > Menus section in your WordPress admin panel.

Open Appearance > Menus page. Scroll down to see Menu Settings > Theme locations section:

This section allows you to choose menu position. If there is no menu selected as primary menu, your site pages will be listed as menu items by default. The purpose of a primary menu is to allow you to select main site menu.

Most WordPress themes have menu positions that user can use for adding his menus. The most common positions are:

  1. Primary

  2. Footer
